As part of the implementation of the State Strategy on countering the financing of criminal activity and the legalization of criminal proceeds for 2026–2030, the Cabinet of Ministers plans to tighten settlement rules in several key areas.

Restrictions for high-risk sectors of the economy

According to the action plan, a regulatory legal act will be developed that will set specific thresholds for cash settlements. These restrictions will apply to real estate settlements and the provision of loans above the established limit.

The introduction of this measure is part of a block aimed at increasing corporate transparency and combating the use of shell companies and nominal beneficial owners. The specific size of the cash settlement limit has not yet been specified in the approved strategy.

Who will develop the regulatory act

The drafting of the regulatory legal act has been assigned to the Ministry of Economy and Commerce together with several government agencies: the National Bank, the State Tax Service and the State Agency for Land Resources, Cadastre, Geodesy and Cartography.
