The Ministry of Finance did not allocate funds for the Fund for Financing the Preparation of PPP Projects under the revised republican budget for 2026. This information appeared in the explanatory note presented by the ministry.

Basis for the Refusal and the Amount

According to the ministry, the previously approved amount for the Fund was 236.4 million som, but in the current version of the budget these funds are not provided due to the need to optimize expenditures.

Uses of the Fund's Resources

According to the regulation on the Fund, the resources are intended for several key areas related to public-private partnership (PPP) projects. It is used to finance consulting services for the preparation of such projects. This includes developing a feasibility study (FS) or another comprehensive assessment of a PPP project's feasibility, as well as covering possible subsequent changes to these assessments.

  • Co-financing of services for PPP projects that are financed from other sources
  • Co-financing of the refinement of PPP projects initiated by interested parties

Thus, the refusal to allocate funds affects the mechanism for financing the preparation and refinement of PPP projects.
