The capital city and the Chuy region are operating under restrictions concerning fine-fraction coal. This measure aims to reduce atmospheric pollution by controlling the use of coal with a particle size between 0 and 13 millimeters.
Enforcement and Available Support Programs
State bodies and municipal services are actively monitoring compliance with these restrictions. These checks involve inspecting coal warehouses to verify the fractional composition of the coal, as well as monitoring the radiation background. According to the Ministry of Natural Resources, Ecology and Technical Supervision, these inspections are being conducted to ensure adherence to the regulations.
- The ban on fine-fraction coal (0–13 mm) for import, sale, storage, and use is established by the Cabinet of Ministers Resolution No. 639 of October 6, 2025.
- The restriction applies across Bishkek and the Chuy region, with an exception made for supplies destined for heat supply enterprises.
- Authorities are issuing warning letters and clarifying legislative requirements to warehouse owners and responsible persons.
Financial Assistance for Cleaner Heating
For residents looking to move away from coal heating, several financial programs are available. Citizens in Bishkek and the Chuy region can access loans of up to 150 thousand soms at an annual interest rate of 3% over 12 or 24 months. These funds are designated for connecting to gas networks or purchasing and installing gas heating equipment.
Furthermore, under the 'Air Quality Improvement' project, residents of Bishkek's Alamedinsky and Sokuluk districts can apply for a loan up to 1 million soms, with an interest rate starting from 6% over five years. These funds can be used to purchase heat pumps, electric boilers, or solar energy installations. 'ElDik Bank', 'ABank', and 'Bakay Bank' are participating in this program.
Context
The restrictions are in place to prevent air pollution. The Ministry of Natural Resources, Ecology and Technical Supervision is leading the efforts to monitor and enforce these standards across the region.
