As part of efforts to optimize business processes, Presidential Special Representative for Special Assignments Bakyt Torobaev organized working meetings with representatives of several state agencies. The meetings examined issues related to permit documents and requirements for entrepreneurial activity.

Focus on cutting costs and eliminating redundant requirements

According to the Cabinet's press service, particular attention was paid to the need for each state agency to justify its established requirements, taking into account their real purpose and the burden on business. The top priority remains minimizing time and financial costs for entrepreneurs when going through all permit procedures.

Scale of the permit system reform

These discussions continue work begun earlier. In July 2025, the Ministry of Economy and Commerce began implementing a reform to optimize the country's permit system. The process, initiated by a Cabinet resolution, is being carried out under the "regulatory guillotine" initiative and aims to debureaucratize state agencies.

  • Eliminating outdated, duplicative and redundant permit documents
  • Obstacles to entrepreneurial development
  • Simplifying doing business

As a result of the meetings, proposals are expected to be prepared aimed at abolishing redundant requirements and generally improving existing procedures.
