The proposed changes aim to reduce the fines for administrative violations within markets and shopping centers. According to the comparative table attached to the Ministry of Economy's draft law, the penalty amount is set to decrease from 1 million soms to 200 thousand soms.
Key Changes to Tax Penalties
Under the current version of Article 309-1 of the Tax Code of the Kyrgyz Republic, fines for trade markets designated as special trade zones are stipulated. These zones cover 17 territories where trade takes place, encompassing markets such as Dordoi and Madina. The existing fine under this article amounts to 1 million soms.
Legislative Process
The amendments underwent several legislative stages. The initial draft, submitted by the Cabinet of Ministers on September 23, did not include these penalty reductions. The deputies first adopted the bill in the first reading on October 1. Subsequently, the Cabinet of Ministers included the measure to lower fines from 1 million soms to 200 thousand soms during the second reading on October 26. Finally, the deputies approved the bill with this new amendment during the second and third readings on October 28.
For the law to take effect, the signature of the President is required.
