During a meeting with residents of Aitmatov and Manas districts of Talas region, President Sadyr Japarov drew entrepreneurs' attention to the need to pay taxes on time. According to him, financing for the construction of various infrastructure facilities, including roads, schools, kindergartens and sports grounds, depends on these revenues.
Taxation issues on coal imports
At the meeting, entrepreneur Nurbek Ryskulov from the village of Amanbaev raised the issue of additional tax assessments and fines related to the sale of coal imported from Kazakhstan. Ryskulov said he has been importing coal from the neighboring country since 2023.
According to the entrepreneur, after an inspection conducted by the State Committee for National Security and the central office of the State Tax Service, he was assessed additional taxes. At the same time, he claimed that he had paid VAT on the imported coal on time. The basis for the additional assessment was an estimated sale price of coal of 9 thousand 300 som.
Ryskulov explained that the coal was sold at Maimak station, where it was delivered from Kazakhstan, and that the price cited in the claim, in his view, was taken from statistical data on retail sales in Talas. He also noted that the distance between the city and the station is more than 100 kilometers, and that intermediaries are involved in the supply and buyer chain.
The entrepreneur said he appealed the decision in the Talas city, regional and Supreme courts, but was unable to secure a review.
