The Green Energy Fund is operating in a special pilot mode until July 2027. This provision was established by a decree of the President of the Kyrgyz Republic, and it allows the fund to prepare turnkey renewable energy projects.
How renewable energy projects are prepared
As part of its work, the fund independently prepares sites for renewable energy projects and puts these ready projects out to tender. It is important to note that at this stage the costs of preparation are borne by the state and the fund itself, while investors "spend not a single som, not a single dollar."
Review stages and further plans
- To study a site, the fund first obtains conclusions from government agencies to ensure there is no historical heritage and that construction is possible without harming nature.
- Investor applications are then reviewed by a competition commission that includes representatives of eight government agencies.
If this mechanism produces positive results, the fund intends to initiate changes to legislation to expand its tasks and capabilities. Orozbaev said proposals to amend the laws will be prepared no later than summer 2027.
