As part of amendments to the Code of Offenses and the Law "On Education," lawmakers propose introducing fines for forcing teachers to perform work unrelated to teaching. This concerns the prohibition of forcing educators to carry out repairs, construction work, cleaning of grounds, community clean-up days (subbotniks) or other household tasks.

Protecting Educators' Rights and Fines for Violations

Under the draft, a teacher must have the right to refuse such assignments without risk of worsening working conditions. This means that refusal must not lead to dismissal, disciplinary action, a reduction in teaching load or a decrease in incentive payments.

  • The ban applies not only to school management but also to officials of state bodies and local self-government bodies.
