President orders no construction to begin without paperwork

President Sadyr Japarov has instructed local authorities not to begin construction of facilities until all necessary documentation is fully completed. The head of state criticized the practice of building structures and facilities without lawful documentation, as noted during a meeting in the Sokuluk district.
