President Sadyr Japarov has demanded that local authorities not begin construction of any facilities until all necessary documents are completed. The instruction was voiced at a meeting with residents of the Sokuluk district in the context of a question about a feldsher-midwife station (FAP) that was built several years ago but still has no completed documentation.
Problems with completing paperwork and using facilities
Local residents reported that the FAP, built with funding from Arab investors, is still not at their disposal. In addition, residents expressed a desire to open a dental office at the station, for which the necessary equipment is already available, but they cannot use it yet.
Circumstances of the construction and violations identified
Akim of Sokuluk district Iliyaz Tashikulov explained that construction of the FAP began in 2021 and was completed in 2022–2023. However, an inspection found that the facility does not meet established requirements. Despite the involvement of a designer and technical supervision, the violations identified prevented the completion of the documentation.
Position of the agencies and the President's demands
Minister of Construction, Architecture and Housing and Utilities Nurdan Oruntaev said such issues can be resolved through requests from local authorities. He added that the ministry is ready to take responsibility for completing the documentation if the facility has already been built and is in use. However, he also noted that information about such problems does not always reach the agency in a timely manner.
Context
The meeting, devoted to problems with documentation for facilities, was attended by representatives of local authorities and ministries, underscoring the importance of following lawful procedures in building infrastructure.
