The authorities intend to take measures to resume work on sites where construction has been halted for a long time. Minister of Construction, Architecture and Housing and Utilities Nurdan Oruntaev held meetings with the owners of such sites to look into the difficulties that have arisen.
Sites and reasons for the construction halt
During the meetings, issues concerning several residential complexes in various districts of Bishkek were reviewed. Among the sites mentioned were buildings on Jibek-Jolu (295 and 297), a residential building on Michurina Street (121B), as well as complexes in Kok-Jar (Kuyruchuk and Moldokulov) and sites in Tash-Dobo and on Kipkalovskaya Street.
Scale of the problem
According to data presented at the meetings, construction of these buildings began between 2013 and 2022. The reasons for the work halts vary, from the financial difficulties of the construction companies to owners' failure to fulfill contractual obligations and cases of violations of the law at some sites.
Measures to address the problems
To resolve the situation, the authorities plan to introduce external management at the construction companies. In addition, appropriate legal measures will be initiated against the authorized persons and heads of these companies, including referrals to law enforcement agencies.
As a result of these measures, owners who purchased apartments will be able to gain access to their residential premises, which are in an unfinished state.
