Former Prime Minister Akylbek Japarov has proposed developing an interbank mechanism aimed at preventing financial fraud. He announced this on November 6 at FinConference2026.

How the mechanism will work and what data will be exchanged

According to Akylbek Japarov, the mechanism's key task will be identifying suspicious transactions, as well as ensuring prompt interaction and exchange of information between banks and payment organizations. This should take place under the coordination of the National Bank with the involvement of the Financial Intelligence Service.

Financial market overview and risks

In the context of financial stability, it was noted that by mid-2026 about a third of banks' loan portfolios consisted of consumer loans, with a significant portion of them tied to trade. To develop production, according to Akylbek Japarov, support is needed in the form of state guarantees, investment risk insurance, leasing and project financing.

155billion som

According to National Bank data, e-money transaction turnover in 2025 reached almost 573 billion som, significantly exceeding the figure a year earlier — about 155 billion som.

Gaps in fraud statistics

Akylbek Japarov pointed to the lack of comparable statistics on financial fraud. He noted that the National Bank's financial stability report contains no data on the number of victims, the amounts stolen and the amounts recovered.
