Kyrgyzstan plans to update the rules on vehicle registration, driver's license issuance and the exam procedure. The prepared package of amendments, which modifies several key documents, is intended to simplify a number of procedures for citizens and close the gaps identified after the adoption of the new road safety law.

Key changes in the motor transport sector

The changes affect the vehicle registration rules, the procedure for maintaining the electronic database, as well as the rules for taking driving tests, and issues related to window tinting and the sale of special license plates.

What will change for vehicle owners

  • A clear definition of the concept of "mechanical vehicle" is being introduced
  • All mechanical vehicles will be subject to state registration, including mopeds, light motorcycles and personal mobility devices (scooters)
  • For residents of remote settlements and owners of large-sized or special equipment, on-site registration by center specialists is envisaged

Digitalization and documents

  • A customs receipt order will be accepted during initial registration
  • A digital passport via the "Tunduk" application will become equivalent to a paper document
