Changes in the procedure for official notification of citizens

From November 1, 2026, the system of official notification of citizens by courts and government agencies will change in Kyrgyzstan. Now, participants in legal proceedings and other interested parties will primarily be sent notifications through the guaranteed message delivery service.

If technical capability or information for using the guaranteed message delivery service is unavailable, notifications will be sent via SMS messages, email, other similar telecommunications forms, as well as by registered mail.

  • Participants in legal proceedings will no longer be notified by telephone message, telegram, or facsimile communication.

Restrictions on excavation work in Bishkek

From November 1, 2026, until April 1, 2027, the issuance of permits for excavation work on municipal asphalt-paved roads will be suspended in Bishkek.

  • The restriction does not affect works carried out on the order of municipal enterprises and contractor organizations.
  • It does not apply to emergency repair works on utility networks and social infrastructure facilities.

It is important to note that the suspension of issuing new permits does not cancel obligations under permits already issued. Works begun on the basis of old permits, as well as restoration of asphalt pavement, must be completed within the established deadlines.
