Amendments are proposed to the laws 'On Public Health' and 'On the Procedure for Conducting Inspections of Business Entities' to increase the transparency of control activities in the business sector.
Ensuring Transparency and Accountability of State Bodies
The main goal of this initiative is to make business inspections more transparent by excluding control activities without proper registration. It is also planned to establish personal liability for officials for any illegal actions.
Gaps in Current Legislation
The bill's author, deputy Karybek Ulukbek, pointed out several gaps in current regulations. In particular, the requirement to register inspections mainly applies to planned activities. Unplanned, control, and re-inspections can be conducted without entering data into the database, which deprives entrepreneurs of the ability to independently verify the legality of such inspections.
- Current regulations allow for surprise inspections without prior order.
- The authorized agency for entrepreneurship development should notify about such inspections within seven days.
Scale of Inspections in the Country
According to the Ministry of Economy and Commerce, sanitary and veterinary inspections account for more than half of all inspections in the country. It is noted that the work of these services is the main source of complaints from entrepreneurs regarding unjustified inspections and pressure.
