Russia has substantially expanded the list of violations that can serve as grounds for deporting foreign citizens. According to the data, the number of such grounds has increased from 22 to 45. This concerns not only migration violations but also actions related to public events or public order.
New Grounds for Deportation and Fines
- petty hooliganism
- displaying banned symbols
- calls to violate Russia's territorial integrity
- participation in the activities of undesirable organizations

The decision to deport a citizen is made by a court. When considering the case, the circumstances of the offense and other important factors will be taken into account. After the decision is issued, the foreigner must leave Russian territory, which may occur either voluntarily under supervision or by force.
Changes to Administrative Fines
The changes affected not only the list of grounds but also the amounts of administrative fines for violations of migration rules. For certain more serious violations, for example those related to calls for terrorism and extremism, forced deportation is specifically provided for.
- Fine for violating entry and stay rules
Overall, a foreigner who receives a deportation decision must leave Russian territory.
