Kyrgyzstan is experiencing an acute shortage of personnel to operate new production capacities. According to Azizbek Beksultanov, head of the Department of Economics and Management at Ryskulbekov Kyrgyz Economic University and a professor, training of specialists is still focused mainly on production capacities left over from the Soviet era, and there are virtually no corresponding personnel for new areas.

Sectors experiencing a personnel shortage

The shortage of technologists affects several key industries. Sabyt Aibalaev, a financial consultant at the Entrepreneurship Support Center of the JIA business association, noted that, for example, the plastic processing sector has no technologists of its own, and specialists have to be brought in from China to do the work, which increases costs for entrepreneurs.

Personnel requirements under infrastructure projects

In addition, major infrastructure projects create demand for entirely new personnel. In connection with the construction of the China — Kyrgyzstan — Uzbekistan railway, training will be required for specialists in logistics and railway construction. According to the economist, personnel are also needed for new hydropower plants.

Thus, the shortage of personnel forces businesses to seek external resources, which affects the economic burden on enterprises.
