A draft resolution from the Cabinet of Ministers proposes significant updates to the standard procurement procedure, which was last approved in June 2022. The core changes focus on increasing spending thresholds for simpler purchases and altering evaluation criteria.
Increased Spending Limits for Purchases
Under the proposed changes, the limits for straightforward procurements are set to increase. Specifically, the maximum amount for state and municipal enterprises is suggested to rise to 200 thousand soms. For companies with a state participation share of 50 percent or more, the limit is proposed to reach 1 million soms.
Changes to Procurement Evaluation
Furthermore, the draft suggests moving away from the mandatory requirement to select the absolute cheapest offer. Instead, procuring entities will be permitted to assess the most advantageous proposal. This evaluation will consider not only the price but also factors like quality, operational costs, and the total lifecycle cost of the acquired goods.
Streamlining Single-Source Procurement
Another modification concerns purchases from a single supplier. If no alternative providers are available, the responsible official will be exempted from the duty of documenting the lack of competition. Instead, the official must prepare a motivated internal conclusion, and the procurement details must be published in the information system for subsequent monitoring.
