Chairman of the Cabinet of Ministers Adylbek Kasymaliev has signed a resolution that changes the operating mechanisms of the Tenir-Too development fund and the district development funds of Naryn region. The main change is the removal of lending from their activities.
How funding sources and areas will change
Under the new rules, the funds will operate without forming a legal entity. Their resources will be accumulated in budget and special accounts serviced by the treasury system of the Ministry of Finance.
Main areas of support for the region
- Infrastructure development
- Improving the quality of services
- Creating jobs
- Implementing socioeconomic development programs for Naryn region
- Supporting initiatives of local communities, local self-government bodies and state institutions
Restrictions and opportunities for spending
The resolution also introduces restrictions and opportunities for the prompt use of resources. For example, up to 10 percent of the Tenir-Too fund's projected annual budget may be allocated to financing social projects based on applications from individuals and legal entities. In addition, a separate category of expenditures is envisaged for promptly addressing the problems of citizens and organizations, the amount of which is also capped at 10 percent of the relevant fund's budget.
These changes are set out in a document that amends resolution No. 370 of June 27, 2025, which regulates the activities of the region's development funds.
