  7. Kyrgyzstan's President Sadyr Zhaparov sharply criticized the misappropriation of budget funds during a meeting with residents of the Talas region. He warned local authorities about personal accountability for the improper use of state money.

Misuse of State Funds and Local Cases

The discussion was prompted by a local resident who sought the President's intervention regarding her husband's criminal case—a former head of the ayil okmotu. According to her, he was unjustly convicted and ordered to repay the state damages amounting to 3.7 million soms.

Officials from state bodies explained to the President that the criminal case related to the repair of an internal road spanning 3.5 kilometers in the Chong-Tokoy village of the Talas district.

Presidential Directives on Financial Accountability

Zhaparov emphasized that budget funds must be spent strictly according to their designated purpose. He warned against the practice where officials report completed works without actually finishing them, and instead, they appropriate the allocated money.

The Head of State stressed that any money saved during project execution must be returned to the state, rather than kept privately. He called upon akims, mayors, and ayil okmotu heads to prevent such violations.
