According to BIS, the carrier continued to use aircraft subject to US export control, which is regarded as a violation of previously imposed restrictions and established requirements.

Details of the extension of restrictions

Under the decision dated November 3, 2026, BIS cited examples of violations, among which are Osh—Krasnoyarsk flights that took place on August 31 and September 28, 2026, using Boeing 737-8LJ aircraft.

History of the imposition of restrictions

The US first restricted Rossiya's export privileges on May 20, 2022, for a period of 180 days. The basis for this was the operation of aircraft subject to US export control rules without obtaining the required BIS authorization.

  • The initial decision referenced flights departing from Hurghada, Sharm el-Sheikh, Dubai and Sharjah.
  • Since February 24, 2022, the US has already imposed a requirement to obtain licenses for supplies to Russia of certain aircraft and aviation parts.
