Kyrgyzstan plans to introduce threshold-free client identification for currency exchange operations, part of an action plan developed in accordance with the State Strategy for Combating the Financing of Criminal Activity and the Legalization of Criminal Proceeds for 2026–2030.
Key changes and implementation timeline
According to the plan, the updated customer due diligence requirements will be introduced in Q1 2027. This will affect both remote identification algorithms for topping up accounts via payment terminals and threshold-free identification procedures for currency exchange.
As a result of these changes, greater transparency is expected across the entire currency exchange sector and the elimination of schemes for anonymous cash top-ups of accounts.
Responsibility for implementation
Responsibility for implementing this measure has been assigned to the National Bank and the State Financial Intelligence Service.
