Kyrgyzstan plans to tighten control over the use of fictitious companies and nominee beneficial owners. These measures are set out in the State Strategy for Combating the Financing of Criminal Activity and the Legalization of Criminal Proceeds for 2026–2030, approved by Cabinet of Ministers resolution No. 653 of September 29, 2026.

Key stages and implications for business

The central element of the tightened control will be the creation and full rollout of a digital beneficial ownership registry for all legal entities. Automated cross-checking of data during state registration via the Tunduk system is planned.

80%disclosure of beneficial ownership information by Q1 2027
40%planned reduction of shell companies by Q2 2027

Tighter control and liability

In addition, an inventory of the State Register of Legal Entities is envisaged. This will make it possible to identify and liquidate dormant shell companies, as well as to identify cases of serial dummy directors being used.

  • Liability is introduced for failure to submit, late updating or submission of inaccurate information about beneficial owners
The Cabinet will create a digital beneficial ownership registry and cut the number of shell companies by 40%
