As part of strengthening preventive measures to counter the financing of criminal activity and the legalization of criminal proceeds, the Cabinet of Ministers of Kyrgyzstan plans to introduce targeted inspections for real estate agents and notaries.
Tighter controls in real estate and finance
These measures are part of the implementation of the State Strategy to Counter the Financing of Criminal Activity and the Legalization of Criminal Proceeds for 2026–2030. There are plans to revise inspection schedules and redistribute inspector resources in sectors identified as high-risk zones.
High-risk areas and supervision
- Virtual asset service providers
- Commercial banks
- Currency exchange offices
- Pawnshops
- Real estate sector
- Money transfer systems
In addition, control over licensing and registration of entities will be strengthened. Supervisory authorities will be required to verify beneficial owners and controlling persons and, in cases of failure to meet business reputation requirements, to refuse issuance or revoke licenses.
Inspections for real estate agents and notaries
Special typologies and algorithms for targeted inspections are planned for notaries and real estate agents. These tools will be used to identify money laundering schemes that may be carried out through real estate, including the use of front persons. According to Tazabek, the deadline for implementing this measure is set for Q1 2027.
Requirements for client and beneficial owner identification are also expected to be updated, along with a general strengthening of controls over suspicious transactions, which will require financial and non-financial organizations to bring their internal procedures into line with national standards.
