The lawyer for the client of the Kokum-biy monument, Abdyldabek Kochorbaev, said his client intends to file a complaint against sculptor Almaz Ukuev and Deputy Interior Minister Adylbek Biybosunov. According to the defense lawyer, public statements by these individuals violate his client's presumption of innocence.

Circumstances of the conflict and disputed payment points

According to the lawyer, the idea of erecting a monument to Kokum-biy at a traffic circle in the Suzak district of Jalal-Abad region belongs to representatives of the Munduz clan. Disagreements arose during the work and led to a conflict.

  • Sculptor Almaz Ukuev and client Abdyldabek Kochorbaev initially agreed orally to make the sculpture.
  • According to the lawyer, the total cost of the work was 6 million som, of which the client gave the sculptor 3.6 million som as an advance. However, the investigation file states a different advance amount — 3.4 million som.
  • After the work neared completion, a dispute over payment arose: the sculptor demanded the remaining sum, while Kochorbaev, according to the lawyer, said he was ready to settle only after the sculpture was completed.

Filing of the complaint

After the disputes arose, Almaz Ukuev turned to the Kara-Burin police. The lawyer noted that the sculptor reported pressure and threats against the client.

Context

Lawyer Agzam Dushenaliev said he believes former State Committee for National Security head Kamchybek Tashiev and the client himself, Abdyldabek Kochorbaev, were also involved in the idea of erecting the Kokum-biy monument, while the lawyer insists that Kamchybek Tashiev had nothing to do with commissioning the monument.
