The initiative by deputies of the Kozhomkul aiyl kenesh of Sokuluk district aims to address a number of issues related to the management of the local economy and finances. The draft resolution, put forward for public discussion, is based on an analysis of reports on the execution of the local budget for the first six months and nine months of the current year.
Problems with budget execution and work with appeals
The no-confidence initiative was prompted by shortcomings in the execution of the local budget, as well as issues of landscaping the territory and ineffective work with residents' appeals.
The people's representatives paid particular attention to the land problem. According to the deputies, the aiyl okmotu received more than 200 appeals, but their consideration was not organized effectively enough. The authors of the draft believe that the current situation points to weak work by the leadership in resolving issues of local importance and meeting the needs of the population.
Procedure for expressing a no-confidence vote
In accordance with the legislation of the Kyrgyz Republic, the head of an aiyl okmotu may be dismissed by the akim if a no-confidence vote is expressed by two-thirds of the total number of kenesh deputies. The draft resolution is currently at the stage of public discussion, and a final decision has not yet been made.
