The problem concerning land plots in the village of Syn-Tash in Issyk-Ata district of Chui region has existed for several decades. According to local activists, the land in the village was distributed in 1994 on the basis of a decision taken back in 1992.

The situation with registration and housing

Despite the change of four aiyl okmotu heads, the issue of full registration and allocation of land plots has never been resolved. Local residents note that only those who had the financial means were able to build housing, while most villagers remain without their own homes.

Four aiyl okmotu heads have already changed, but no one has solved our problem. We have no proper housing; we are forced to live with a single piece of paper in our hands

Appeals and difficulties in resolving the issue

Villagers report that appeals to the aiyl okmotu bring no result, since officials merely redirect them to court. Young people made attempts to submit applications to the land specialist, but a positive decision was obtained for only four people, while the remaining applications were left unconsidered.

In addition, it became known at the village administration that many citizens are forced to take out bank loans and pledge their share lands, yet cannot obtain legal title documents.

Appeal to the leadership

In connection with the situation described, residents of the village of Syn-Tash appeal to the head of state and the leadership.

  • The problem of the unresolved land issue over decades
  • The lack of proper housing for most villagers
  • The impossibility of obtaining legal title documents

Overall, the problem touches on issues related to access to proper housing and the registration of land rights in Chui region.
