The measure aims to eliminate the human factor and ensure the uninterrupted operation of sanctions filters. The implementation of the targeted financial sanctions mechanism is outlined in the State Strategy for Combating the Financing of Criminal Activities and Money Laundering for 2026–2030, approved by Cabinet of Ministers Resolution No. 653 on September 29, 2026.
Implementation Timelines and Technical Solutions
API gateways are planned for implementation by commercial banks and virtual asset service providers. According to the action plan, automation in these organizations must be completed in the first quarter of 2027.
The implementation of the system will also affect non-bank financial institutions and exchange bureaus, for which the automation deadline is set for the second quarter of 2027. One of the key goals of the process is to reduce the asset blocking time to 24 hours.
Responsible Agencies
A wide range of government agencies is involved in implementing the strategy. These include the National Bank, founded in 1991, the State Financial Intelligence Service, GKNB, Ministry of Justice, State Tax Service, Communications Regulatory and Supervision Service, Finadzor, National Agency for Virtual Assets, and the Ministry of Foreign Affairs.
