Kyrgyzstan has approved the procedure for using fiscal software with a data transmission function. The resolution was signed by Chairman of the Cabinet of Ministers Adylbek Kasymaliev and is aimed at improving tax administration and ensuring reliable accounting of revenue from the sale of goods, works and services.
Phased introduction of sales control
Under the new requirements, the use of fiscal software will become mandatory for a number of types of entrepreneurial activity. The list of such types, as well as the timelines and territories for implementation, are set out in Appendix No. 3 to the resolution.
Who will be affected by the tightened control and when
- Food service establishments
- Hotels, bathhouses and saunas
- Gas stations
- Medical organizations
- Shops and certain categories of retail trade
For those not covered by the mandatory requirements, the use of fiscal software remains voluntary, provided the selected program is included in the state register. When used voluntarily, the established rules must also be observed.
Pilot project results and implications
The tax authority may remove both operators and software products from the register if they fail to complete the necessary procedures within the established deadlines.
Context
This measure was adopted after the successful implementation of a pilot project to introduce fiscal software with a data transmission function, which ran from September 2025 to August 2026. As part of this process, according to the State Tax Service, the list of types of activity for which connection to fiscal software is envisaged was expanded.
