During the president's meeting with residents of the Sokuluk district, road worker Marlenbek Izabekov stated that two GKNB officers demanded 1 million som from him. After refusing to pay the bribe, the man was arrested.
Nature of the allegations
Izabekov explained that in 2021, he won a tender for the repair of internal roads in Kara-Oi village, Talas district. However, while waiting for the next tranche, officials from the agency arrived — former head of the GKNB Department for Bishkek city Eldar Zhakypbekov and head of investigation Bekten Boronbaev.
According to the applicant, the officers offered to terminate criminal prosecution in exchange for money. Following his refusal, he was arrested the next day. Izabekov claims that an illegal act was drawn up against him, resulting in a 3.5 million som debt being imposed on him, despite the existence of documents confirming expenses for machinery and fuel.
Project and allegation parameters
"With their own people, they drew up an illegal act without any expert basis and imposed a debt of 3.5 million on me. During the investigation, I showed all expenses for machinery, fuel, and receipts, but no one looked at them"
Currently, Izabekov has been on probation for three years, although, according to him, a state expertise issued a conclusion in his favor. President Sadyr Japarov has instructed the prosecutor's office to study this situation in detail.
