The issue of housing construction in Tyuz village was raised by resident Bakyt Sarmanov. The matter concerns the transformation of a land plot of 16 hectares, an issue that has not been resolved since 2008. According to Sarmanov, although a district kenesh decision on transforming this land was adopted in 2008, the process stalled because of an imposed moratorium on changing agricultural land.
Constraints on the development of Tyuz village
Although the plot is not used for its intended purpose and is not cultivated, about 130 families live in the village. Because of limited opportunities to expand the settlement and allocate land plots for construction, the lack of conditions for obtaining housing forces young people and middle-aged people to move to other settlements.
The authorities' position and the President's proposals
During the dialogue, President Sadyr Japarov asked the akim of Sokuluk district about the history of the land plot. The akim confirmed that the transformation issue had been under consideration since 2008 but was suspended because of the moratorium. After hearing the appeal, Sadyr Japarov proposed considering the possibility of building multi-storey buildings, emphasizing the need to build upward to preserve land resources.
- The plot was considered for the implementation of housing projects.
- The moratorium on the transformation of agricultural land has stalled the process since 2008.
